WASHINGTON -- A report by House Republicans asserts that President Clinton's grant of clemency to Puerto Rican nationalists followed discussions in the White House that such a move would provide political help to some Democratic members of Congress and Vice President Al Gore.

The report by the Republicans on the House government Reform Committee included documents subpoenaed from the White House and Justice Department in connection with the President's Aug. 11 grant of clemency to 16 of the prisoners. The …
